The Illinois Department of Public Health (IDPH) is tasked with the oversight of communities within Illinois to achieve and maintain optimal health and safety. Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to perform the duties of Public Service Administrator. Under general direction, is responsible for the operation several clinical labs including, Serology, STI, Molecular, Laboratory Response Network, and Rabies. Is also responsible for the operation of the environmental water and dairy laboratories. Reviews, evaluates, and interprets raw data collected from testing instruments and releases results to submitting agency. Verifies preventative maintenance, quality control, and calibration on all instruments and equipment. Ensures adequate performance in proficiency testing programs.

Job Responsibilities

1. Oversees testing in clinical laboratories including Serology, Molecular, Whole Genome Sequencing, and Laboratory Response Network (LRN). Oversees testing in the environmental laboratories for Dairy and Water testing.

  • Operates and maintains specialized equipment; verifies routine and preventative maintenance is performed.
  • Maintains turn-around times; certifies results for release.
  • Reads and interprets results.

 

2. Using complex equipment and procedures performs screening and confirmation testing for clinical and environmental microbiology.

  • Reports diagnostic test results to testing sites and private providers.
  • Discusses interpretation of results with physicians, local health agency personnel and other laboratories.
  • Assists in the compilation of statistical data to be used by federal agencies.

 

3. Serves as working supervisor.

  • Assigns and reviews work; provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Prepares and signs performance evaluations.

 

4. Researches new methods.

  • Trains staff in new methods or trains new staff added to the unit and performs research studies in order to improve methodologies.
  • Makes recommendations for improvements.

5. Implements new policies.

  • Confers with the Section Chief for formulation of policies and procedures with the needs of the facility.
  • Evaluates the requirements for new laboratory instrumentation and supplies and suggests purchases of new equipment.

 

6. Performs and documents participation in externally approved proficiency testing programs which serve to measure the quality of test reagents and technical proficiency.

 

7. Performs and documents routine daily quality control procedures.

  • Performs and documents preventative maintenance of all equipment used in diagnostic test procedures.
  • Maintains inventory of laboratory supplies.

 

8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires possession of a Bachelor’s degree in biological, chemical, physical, or medical sciences.
  2. Requires four years of professional laboratory experience.

Preferred Qualifications

  1. Four years' experience in CLIA Certified analytical or in an accredited clinical diagnostic laboratory.
  2. Four years ‘experience of the principles, practices and techniques in molecular diagnostics, bacteriology, serology, and other clinical techniques.
  3. Extensive knowledge of different Laboratory Information management systems.
  4. Four years’ experience supervising or directing the work of professional clinical and environmental laboratory staff performing laboratory operations.
  5. Four years’ experience in regulatory requirements governing quality control in a clinical diagnostic laboratory.
